The project was the second phase of the redevelopment of the Treasury Building and consists of major structural intrusion throughout the eastern half of the building, which was under sole control of Bovis Lend Lease. For the refurbishment and fit out of the building, Bovis Lend Lease, together with their partners Stanhope plc and Chesterton International plc, entered into a 35 year private finance initiative agreement with HM Treasury. The Building is occupied by HM Customs and Excise and Inland Revenue and was completed in November 2004.

The entire building has a floor area of more than one million square feet and is located adjacent to Parliament Square.

The refurbishment was carried out on a design and build basis by Bovis Lend Lease Ltd who had a contract from Exchequer Partnership plc who are comprised of the three parties listed previously.

Hotchkiss were involved in the design and development process with the consultant and the other trade contractors. They were also responsible for the manufacture of the GSS ductwork and procuring the airside plant and equipment, which was also undertaken in phase 1.

Safety Initiatives implemented by Bovis Lend Lease resulted in extremely low and minor accident numbers for a project of this size.
